Specifications include, but are not limited to: The University of Washington (UW)/I-TECH issues this Request for Proposals (RFP) for the purpose of identifying an experienced and qualified Vendor(s) to configure and customize a data management system for the ZimPAAC Project, including a central data repository to aggregate and visualize HIV clinic data for reporting and decision making with a mature mobile application platform to collect and organize clinic data that syncs with the central repository. Task 1: Design, configure, and launch a central data repository. The vendor will be responsible for 1) identifying, configuring and deploying appropriate hosting environment, 2) configuring the data model and system with permissions, data entry screens, standard and customizable dashboards and reports, including the PEPFAR Monitoring, Evaluation and Reporting (MER) 2.3 report, and 3) supporting training and capacity building of staff who will use and maintain the system. Please note, DHIS2 is the preferred platform for the central data repository given its use in Zimbabwe, a large number of available developers who have the capacity to work with it, and compatibility with national data systems in Zimbabwe; however, proposals of other platforms will be considered and evaluated against the requirements outlined in this RFP. Task 2: Select, configure, and test a mobile data collection platform with associated hardware architecture to interface with the I-TECH Zimbabwe central data repository. Deployment planning including training of I-TECH Zimbabwe staff on the use and maintenance of the platform is an important part of the Task 2 scope of work. Please note there is no specific platform in mind for the mobile platform. However, we are only looking for existing platforms, rather than custom mobile systems. The system must be able to sync with the central data repository. See additional requirements outlined in Attachment B.
