Specifications include, but are not limited to: 1. Design and conduct a study including both qualitative and quantitative data on the affordable housing needs of American Indian, Alaska Native and Native Hawaiians living in Washington State. The final report must include data and analysis on households living in tribal as well as urban areas and cover, at minimum, the following topics. A. Demographic, social and economic conditions (population growth, economic well-being and socioeconomic conditions) B. Housing conditions and needs (housing inventory, overcrowding and system deficiencies i.e. plumbing, heating, electrical, kitchen facilities and structural problems) C. Additional barriers to housing access and retention i.e. criminal and credit history, prior evictions, behavioral health barriers, etc. D. Federal, tribal, state and local housing policies and programs including block grants, subsidized housing and homeownership programs that address the issues presented in A. B. and C above. 3. Examine the perspectives of stakeholders including tribal members and staff, tribal governments, funders, and organizations serving Native Americans in Washington State. 4. Analyze state, federal, local and industry investments in rental and homeowner housing for Native Americans and make policy recommendations to support the development of sufficient and safe housing for Native Americans on and outside of tribal areas.
