Specifications include, but are not limited to: The consultant shall conduct all their work according to the values and approaches stated in the project’s Charter, including: • Furthering the Program’s racial equity goals and grounding the Plan in evidence-based planning; • Planning and conducting all work through a racial equity lens (see the project Charter Appendix 2: Glossary for definition), including regular updates to the project’s Racial Equity analysis “Toolkit”; • Using stakeholder strategies that will include tailored approaches for gathering stakeholder input and relationship building, and involving stakeholders early in the process with loop backs to share findings and recommendations; • Employing strategies to provide transparency into processes and decision making; • Employing a progressive elaboration approach to project management, which defines and manages work to a greater level of detail as the project evolves.
