Specifications include, but are not limited to: Proposers shall be responsible for providing all equipment and facilities needed to provide passenger rail service on the subject portions of the ERC, including without limitation, passenger rail cars, passenger embarkation areas and needed parking. Passenger excursion service on the existing rails will increase the County’s expenses for constructing a trail, because the trail will need to be constructed alongside the railbed with buffer space or barriers. In some areas, additional property acquisition may be required. If selected, a Proposer will be required to pay to the County the difference between the costs of constructing a trail on the railbed and the county’s costs of trail construction if the passenger excursion service is operated in the corridor. This includes, without limitation, any additional property acquisition as well as the construction of any buffers, barriers, retaining walls, additional drainage, and any other increased trail-related costs. Table 1 includes cost estimates that may be used by proposers in their pro-forma for additional costs associated with trail development for different segments of the ERC. Proposers may prepare alternate cost estimates if they choose, however these estimates are subject to County review and approval. If the County does not approve proposed alternate estimates, a proposal may be deemed unresponsive.
