Specifications include, but are not limited to: The Washington Utilities and Transportation Commission hereafter called "AGENCY,” is initiating this Request for Proposals (RFP) to solicit proposals from individuals, associations, or firms interested in providing training to excavators, contractors, landscapers, facility operators, public works employees, and anyone else who may work around pipelines and underground utilities. The training should focus on, damage prevention, best practices related to excavation, and a comprehensive overview of the Underground Utilities law, RCW 19.122, to include: 1. Definitions 2. One-number locator service information 3. Excavator and facility operator duties before excavation 4. Excavation 5. Exempted activities 6. Underground pipeline or utility damage 7. Damage reporting 8. Safety Committee information 9. AGENCY authority. 10. Penalties The scope of work will be to teach eight separate one-day education programs to be scheduled in eight different areas of the state, determined by the UTC. Each class will hold a maximum of 40 participants, thus providing training for 320 attendees. If available, Spanish materials should be provided if needed by a participant. Upon completion of training, the contractor must provide the AGENCY an attendance list, final report of completed training, attendance feedback, and any recommendations to enhance the program.
