Specifications include, but are not limited to: This competitive solicitation is issued in order to assist the Economic Services Administration, Community Services Division (CSD) of the Washington State Department of Social and Health Services (DSHS) in seeking a qualified contractor for consultation. The Contractor will lend professional expertise and provide specialized facilitation, training, and support to ensure the development of a strategic plan that will reduce poverty for groups disproportionally affected to include people of color, indigenous people, women, children, and people living in rural areas. The Contractor will use available resources to help the PRWG: • Accelerate stakeholder understanding of the importance of equity work for advancing the intergenerational well-being of Washingtonians; • Build shared knowledge, expertise, and understanding about equity among PRWG members so that they feel inspired and empowered to act in their roles and spheres of influence; and • Develop the equity tools, frameworks, and practices needed for a statewide poverty reduction plan that is well-positioned to achieve equity as it is implemented. The activities to achieve this work will include at a minimum: • Work with PRWG members to identify learning goals, and plan and facilitate trainings; • Attend in-person, and participate in, monthly PRWG meetings, as well as conduct in-person and virtual work with PRWG subcommittees; • Provide one-on-one consultation and coaching for PRWG members; • Develop equity tools and practices for inclusion in a statewide poverty reduction strategic plan; • Review and edit PRWG agendas, materials and recommendations; and • With the agreement of DSHS, subcontract with other experts, speakers, and thought partners as needed throughout the course of project.
