Specifications include, but are not limited to: The selected Firm will provide day-to-day management services for the City’s Single-Family Housing Rehabilitation and Rental Repair programs. Management services generally include programs marketing; loan origination including property and borrower eligibility; scoping, cost estimating and bidding; loan closing; construction administration; and project closeout. Following project closeout, Program Manager will provide a completed project file to City for loan servicing. Program management services are described in the RFP attachments. The selected Firm will deliver these programs in a manner satisfactory to the City and consistent with both City program guidelines and CDBG requirements, all as modified from time to time. The City encourages participation by minority- or women-owned businesses and/or Section 3 Business Concerns. The Firm shall have or establish a physical presence in the City of Spokane from which it will provide services readily accessible to the public. Readily accessible generally means on or near public transit, available for in-person customer visits, accessible to the mobility impaired, and available for short-notice onsite project monitoring.
