Specifications include, but are not limited to: 4.2.2.1 Bidder must be able to ensure all quality of the Jet A Fuel and provide a Release Certificate on all Jet A shipments that shall include, but not be limited to the following: Airport name, delivery date; time of start and end of delivery; location of delivery (ALNW designated aircraft tail number) or tank, if applicable; fuel type and quality; quantities delivered or taken back, any other data as mutually agreed between Contractor and ALNW. 4.2.2.2 Bidder shall measure all Jet A quantities in U.S. gallons, measured by the same method (net or gross) utilized in the Bidder’s acquisition of Jet A. 4.2.2.3 Bidder will follow a prescribed process and meet requirements acceptable to ALNW to ensure the quality of the Jet A Fuel, including but not limited to the following: 4.2.2.3.1 Sample the Jet A to test the specific gravity ensuring that it matches the Certification of Analysis; 4.2.2.3.2 Ensure the Jet A is the right color, clean, bright and shows no indication that water is present; 4.2.2.3.3 Pump Jet A from refinery fuel delivery truck into Bidder’s fuel tanks through a filtration system to remove any potential water or contaminants; 4.2.2.3.4 Filter Jet A again when pumping Jet A into Bidder’s delivery trucks; 4.2.2.3.5 Guarantee that ALNW will have dedicated fuel delivery trucks to ensure quality of fuel delivered to ALNW; 4.2.2.3.6 Filter Jet A again when Jet A is pumped from Bidder’s fuel trucks into ALNW designated aircraft; 4.2.2.3.7 Ensure Bidder fuel farm and delivery trucks are sumped daily to remove potential and water contaminates; 4.2.2.3.8 Conduct Millipore and free water testing monthly to verify the quality of the fuel in their delivery trucks; 4.2.2.4 Maintain a quality control program designed to meet or exceed the requirements of the Federal Aviation Administration “”FAA”) and Air Transport Association of America (“ATA”) – 103. 4.2.2.5 Bidder will make all deliveries in accordance with all applicable governmental laws and regulations and requirements of the governing authorities of King County Airport, Boeing Field. 4.2.2.6 Bidder shall have dedicated fuel, either in ground or mobile storage, to support ALNW’s supply of Jet A during emergent situations, including but not limited to, times of disasters and fuel shortages. 4.2.2.7 ALNW will have the opportunity to inspect the fuel prior to fuel being delivered into the designated ALNW aircraft. ALNW has the right to reject fuel or require correction of Bidder delivered Jet A that is not within the specifications. Bidder will replace at its own cost and expense the total amount of the off-specification Jet A. 4.2.2.8 Bidder will ensure the quality of the fuel and provide a Certificate of Analysis on all aviation fuel shipments to ALNW Seattle Base. Fuel Supplier shall be able to provide traceability on all shipments back to refinery, if requested. 4.2.2.9 Bidder must agree to reasonable terms of responsibility for damage(s) caused by negligence during delivery. 4.2.2.10 Bidder’s risk of loss and title relating to Jet A passes as follows: 4.2.2.10.1 Pressurized fueling – when the Jet A passes the inlet flange of the ALNW designated aircraft tank; 4.2.2.10.2. Gravity fueling – when the Jet A passes the valve of the ALNW designated aircraft tank.
