Specifications include, but are not limited to: The Workforce Board and Governor Jay Inslee are seeking the services of a highly skilled contractor to perform a 360-degree assessment of the organization, a literature review of best practices in workforce development, and survey research to develop recommendations towards the next generation of the state’s Workforce Board. The selected contractor will work quickly to gather input from a wide variety of constituencies, in every region of the state, from the private, public, and not-for-profit sectors, and representing the full range of system consumers. The contractor will begin with a list of organizations and individuals generated by Workforce Board members and staff, and the Governor’s office, but will be expected to move beyond the initial list as interviewees provide more contacts. Additionally, the contractor will review the history of the Board, including authorizing statutes, gubernatorial executive orders, state plans, and other foundational documents. The contractor will also conduct a literature review of promising and best practices for an organization of this nature, and will survey states with coordinated, high performing workforce development systems – with particular attention paid to successful leadership roles played by other agencies similar to the Workforce Board.
