Specifications include, but are not limited to: Request for Proposal (RFP) Development: • Provide input in developing the RFP requirements for price related items which will be a benefit to WSDOT in managing (1) the cost of time and materials and labor during phase 1 (preliminary engineering), negotiating the GMP or lump sum of phase 2 (final design and construction) and subsequent amendments. PDB Project Coordination and Collaboration: • Participate in frequent formal and informal communication, team meetings, and site visits with WSDOT and its selected progressive design-builder to gain a thorough understanding of the project and the project objectives. Provide input and feedback in the development of an approach to building the project and an overall project schedule, and identify innovative and efficient solutions that address potential project challenges and lead to overall lower project costs. Project Schedule Development and Construction Cost Estimates: • Review or prepare the Phase 2 project schedule based on progressive design-builder’s project approach to establish the basis for developing a production-based construction cost estimate. • Work with the PDB contractor to develop an estimating methodology plan for the coordination of the estimates prepared by the PDB and WSDOT.
