Specifications include, but are not limited to: 1.1 Administration Prepare monthly consultant invoices and send to State, with supporting documentation, for Draft payment. 1.2 Narrative/Schedule Prepare a narrative description of the work accomplished over the last pay period and any updates to the schedule of the work. 1.3 Quality Control/Assurance The Consultant will perform quality control of the work products being prepared for submittal. 1.4 Develop Project Management Plan The Consultant will develop a Project Management Plan (PMP) that details what work is needed, what type of modeling software will be used, project schedule, change management and other details to guide the development of the study. This document will require updating as the study evolves. 1.5 Develop Communication Plan The Consultant will develop a Communication Plan that describes how public engagement will be accomplished. This includes meetings with stakeholders and the public. This will include proposed locations of the public meetings. Discussion of website and any other social media for getting feedback on the study will be included in the Plan. 1.6 Project Kickoff Meeting Schedule and facilitate first meeting with Stakeholders and WSDOT staff to introduce the study and develop expectations of all parties concerned. 1.7 Project Management Meetings Meetings with WSDOT to discuss progress and next steps on the study, coordinate and update consultant tasks and verify schedule. Assume meetings every other week, 1 hour conference call, average 3 consultants. 1.8 WSDOT Support Meetings Meet with WSDOT support groups as necessary, this includes traffic, environmental and design offices as necessary to discuss various items dealing with the study. This is anticipated to be no more than four meetings. 2.0 Community Engagement The goal is to engage stakeholders and the public early and continuously in the decision making process. All public, stakeholder and resource agency involvement will be documented. 2.1 Public Outreach Public outreach will be detailed in the Communication Plan. This task is the actual meetings held for public comment. It is anticipated that there will be two meetings, one to solicit ideas on mitigation on potential strategies and the other for informing the public of the results of the study. Inclusive community engagement will be conducted and assessed for effectiveness in accordance with the strategies provided in WSDOT’s 2016 Community Engagement Plan. 2.2 Stake Holder Committee meetings The Consultant will schedule, and coordinate meetings with the study Stakeholders to discuss the various alternatives, scoring criteria, screen alternatives and develop suggested strategies.
