Specifications include, but are not limited to: The City is seeking proposals for a permitting, licensing, and land-use management software solution that will replace the current On-Premises Accela Civic Platform that the City is using. The proposed permitting, licensing, and land-use management software should be a state-of-the-art, automated system that provides easy and effective access for the public, efficient internal processing for City staff, and long-term record retention. In summary, the primary objective of this RFP is to procure and implement a software solution with the following minimum features and integration capabilities: 1. Online Portal: Provide a user-friendly online portal for applicants to submit applications, upload documents, track progress, and make secure payments with end-user tutorials and guidance on selecting the appropriate permit pathways. 2. General Permit, License, and Land-Use Application Management: Automate workflows, routing, notifications, and approvals for efficient processing to include flexible permit types and numbering systems with annual resets as well as robust and flexible search and display capabilities. 3. Document Management: Implement a robust electronic document management system, enabling secure storage, version control, and easy retrieval of all permit, license, and land management-related documents. 4. Electronic Document Review: Support collaborative electronic document review processes, including mark-up, annotations, comments, and digital signatures either through integration or direct product features. 5. Payment and Financial Management Software Integration: Seamlessly integrate with payment gateways for online fee processing and reconciliation and with the City’s Financial Management Systems. 6. Mobile Accessibility: Ensure mobile-friendly access for both applicants and permitting staff for tracking application and permit progress, scheduling inspections, and resulting inspections. 7. GIS Integration: Integrate with Geographic Information Systems (GIS) for spatial data and mapping functionalities. 8. Reporting and Analytics: Generate customizable reports, dashboards, and analytics for tracking permit applications, approvals, and performance metrics to include time-tracking of reviews. 9. Compliance and Inspections: Facilitate automated compliance checks, inspection scheduling, and management of inspection results and violations. 10. User Access Control: Implement role-based access control for data security and privacy.
