Specifications include, but are not limited to: Eligible provider organizations may include, but are not limited to: a local education agency a community-based literacy organization or faith-based organization a volunteer literacy organization an institution of higher education a public or private nonprofit agency a library a public housing authority a nonprofit institution that is not described previously and has the ability to provide literacy services to eligible individuals a consortium or coalition of agencies, organizations, institutions, libraries, or authorities described previously a partnership between an employer and an entity described above other. Only an organization that has demonstrated effectiveness in providing adult education and literacy services is eligible to apply for AEFLA funds. If the application is submitted by a consortium of providers, each member of the consortium must submit the required documentation to demonstrate that it meets or exceeds the acceptable level of performance.
