Specifications include, but are not limited to: a. Data Collection and Development i. Data shall include but is not limited to the following: 1) Socioeconomic, 2) Demographic, 3) Model network, 4) Model traffic analysis zone (TAZ), 5) Traffic, 6) Transit, 7) Travel Survey, 8) Value of time, 9) Freight movement; and, 10)Special generator. 11)OD and speed data from VDOT contracted provider ii. This task may include, but is not limited to, the following: 1) Assisting VDOT staff in collecting data used in travel demand modeling such as: surveys including origin-destination survey, truck, stated preference survey, transit on board survey, household travel survey, etc; 2) Conducting traffic counts [forty-eight (48) hour machine classification]; 3) Collecting location data, including but not limited to Global Positioning System (GPS), cell phone, transportation networks and land use data; and, 4) Assisting VDOT staff in various data development tasks that involve data analysis, data processing and data synthesis for different modeling purpose. b. Metropolitan Area Travel Demand Modeling i. Data shall be in accordance with section IV.A.2.a. SCOPE OF SERVICES – Data Collection and Development. ii. This task may include but is not limited to, the following: 1) Assist VDOT staff in the development of metropolitan planning organization (MPO) models in Virginia based on Virginia Transportation Modeling Policies and Procedures Manual (VTMPPM) or other available relevant federal guidelines. This subtask shall include, but is not limited to, estimation, model calibration and model validation and other activities involved in travel demand model development. 2) Assist VDOT staff in continuous enhancement of MPO models based on VTMPPM or other available relevant federal guidelines. This shall include, but is not limited to, implementing state of the art modeling techniques, practices and strategies and developing the model to produce outputs that support VDOT transportation planning activities.
