Specifications include, but are not limited to: The Contract will provide City agencies with staff augmentation and allow City agencies to quickly respond to changing staffing requirements to meet specific agency needs for either short-term or long-term assignments. The Contractor shall quickly provide the City with specific services for brief or intermittent periods performed by a Temporary Worker from the Contractor’s pool of employees who possess the appropriate work skills. The Contractor is the legally responsible employer for the Temporary Worker and maintains that relationship during the time its employees are assigned to the City. The Contractor, not the City, shall recruit, test, screen, hire, train, assign, pay, provide benefits and leave to, and as necessary, address performance problems, discipline, and terminate its employees. Among other employer obligations, the Contractor shall manage payroll deductions and the payment of income taxes, social security (FICA), unemployment insurance, and workers' compensation, and provide required liability insurance and bonding as set forth in this Contract.
