Specifications include, but are not limited to: The Virginia Port Authority (VPA) is requesting proposals to establish a Contract for “as needed” Program Management Services for Newport News Marine Terminal (NNMT), Norfolk International Terminals (NIT), Portsmouth Marine Terminal (PMT), Richmond Marine Terminal (RMT), Virginia International Gateway (VIG), Virginia Inland Port (VIP). ). The selected firm may provide any one or more of the services as described below: A. Port and marine terminal planning support. Includes analysis of traffic flow; yard sizing/layout; utilities placement, gate & buildings layout; intermodal facilities layout; port and terminal security systems; and berth, crane rail & hatch area layout. Services may include requests for information, development of alternatives, land use studies, efficiency & cycle time studies, or other miscellaneous studies concerning a wide variety of planning issues. B. Execution of various technical and feasibility studies and simulations (e.g., dredging, ship mooring, berthing & breasting analyses) and preparation of reports. Includes gate, container yard, terminal traffic & terminal equipment staffing, simulation, queuing analysis and sizing; air emissions, rail yard, ship motion, fender & mooring analysis; track, pavement & approach channel design; vessel maneuvering; and land reclamation. C. Perform cost engineering to manage the budget and forecast the cost of all capital outlays. Conduct freight forecasting, labor & equipment cost, equipment lease/purchasing analysis, economic analysis and justification. Assist in the development and maintenance of a long range (30+ years) and intermediate term (6 year) capital outlay plans and project priorities. Identify and pursue alternative funding sources. D. Review of technical and feasibility studies prepared by outside agencies. Review studies submitted to the VPA. Identify impacts of study recommendations to the Port. Provide comments and recommended changes to the studies. E. Transportation Planning. Work with VPA and outside agencies (e.g., DRPT, HRPDC, FTAC, VDOT, rail operators, transportation service providers, municipal and regional authorities, private sector entities) to identify opportunities to increase the efficiency of cargo movement. F. Represent VPA interests at various conferences, meetings, public hearings and workshops as requested by the VPA. Describe and advocate proposed VPA actions to the public, other governmental bodies, councils and commissions, citizens groups or similar organizations. Subjects include environmental impact reports & documents, wetlands design, dredging projects, transportation plans, terminal operations, land acquisition, intermodal studies, and economic benefit & stimulus generated by the port. G. Provide support as requested for various grant applications, presentations, RFPs, and reports on behalf of the VPA. H. Selection, management, coordination and quality assurance of the work of other engineering professionals (e.g., civil, structural) and specialized consultants (e.g., geotechnical, environmental, surveying) firms. Includes review of scopes of work and fee proposals, review meetings, compliance monitoring with agencies having jurisdiction, oversight to maintain program schedules, design team coordination, and review of all deliverables for quality assurance and achievement of the overall intent of the work. I. Execution of full service, multi-discipline engineering and design. Includes all activities related to preliminary and final design projects of varying size, preparation of specifications and packaging of bid documents. During course of design, identify elements that should be considered for value engineering, including cost reduction measures and cost-effective enhancements or deferrals. Provide emergency (e.g., mishap) response and design solutions.
