Specifications include, but are not limited to: Primary Objective The selected firm will provide professional engineering services for the development of Neighborhood Water and Sewer Facilities. Typical tasks may include: • Planning Phase - condition assessment, data collection, study, hydraulic modeling, alternatives analysis, construction cost and life cycle cost estimating, report preparation and submission of recommendations for water distribution and wastewater collection systems. • Design Phase - Geotechnical engineering; subsurface utility engineering (SUE); topographic surveying; Geographic Information Systems (GIS) utilization; HVAC, mechanical and electrical engineering; preparation of construction contract documents; QA/QC reviews; site plan review submittal and regulatory reviews. • Construction Phase – Assistance with advertisement, bidding, RFIs and shop drawing review; periodic construction inspection; attendance at monthly progress meetings; construction management services. • Miscellaneous Services - Economic analysis, miscellaneous design, and other tasks as assigned. Secondary Objectives The selected firm may provide professional engineering services to: • Provide project development. Typical tasks may include planning, studies, reviews, reports, design and construction phase services, and start-up, operation and maintenance assistance for the raw water system; water treatment, storage and pump station facilities; drinking water system; wastewater collection system; and wastewater pump stations and force mains. • Assist with regulatory compliance. Typical tasks may include analyzing impacts of proposed regulatory changes, regulatory review, and permit preparation, preservation and negotiation with various agencies including but not limited to HRSD, VDH, and DEQ. • Support efforts to improve customer service including developing and revising communication plans and public education and outreach materials.
