Specifications include, but are not limited to: As part of Arlington County’s Continuum of Care (CoC), selected shelter operators will join a consortium of private and public stakeholders representing local government, non-profit organizations, businesses, faith organizations, law enforcement, and Arlington residents within the community to prevent and end homelessness. The Arlington County CoC coordinates and implements policy and procedures for a comprehensive Housing First System of care that includes the following: • Prevention services for households at risk of becoming homeless; • Outreach and engagement for households living on the streets of Arlington County; • Assessment, information and referral (via a centralized access system process); • Emergency shelters to provide temporary housing to individuals and families; • Rapid re-housing which shortens the length of time household are homeless; • Transitional housing for households needing additional services to make the transition from homelessness to permanent housing; • Permanent supportive housing to meet the needs of households with disabling conditions; and • Stabilization services that provide assistance to households through the Continuum of Care.
