Specifications include, but are not limited to:The purpose of this solicitation is to establish a contract for Mowing Services for Fairfax County Park Authority (FCPA) Parks and Fairfax County Public Schools (FCPS) Athletic Fields. Equipment: 6.1 All mowing equipment & vehicles shall be kept & maintained in safe, optimum operating condition without leaking fuel or fluids. Mower blades shall be kept sharp & balanced to provide a good quality of cut. All contractor vehicles used in the execution of this contract shall have the company name and/or logo prominently displayed on both sides of the vehicle and be clean, maintained and painted to present a neat, professional appearance. In addition, all vehicles and equipment shall meet all current local, state and federal safety requirements. 6.2 Refueling & other routine maintenance practices are not to be carried out on any grass or associated grounds area; all equipment must be moved to paved areas for these operations. Any fuel or fluid spills or spoils generated from equipment operations or maintenance are the sole responsibility of the contractor and must be handled according to all applicable regulations. All spills shall be cleaned up and damage repaired by and/or at the contractor's expense. 6.3 The contractor shall exercise caution at all time for the protection of persons and property. Safety provisions of all applicable laws, ordinances and regulations shall be strictly observed. The Contractor shall keep all necessary guards and protective devices (for example: discharge shoots, roll-over protection systems, safety switches, etc.) in place while at the work site to prevent injury to the public or damage to public property. In addition, the Contractor shall park all trucks, trailers and equipment at the work site in such a manner as to not create a hazardous condition at entrances and exits. 6.4 Mowing equipment shall be operated at all time in a manner to produce a high quality of cut and to prevent turf damage. Examples of conditions resulting from improper operation of equipment include but are not limited to: scalping, rutting, turf tearing, and uneven cutting. The Contractor shall mow and trim sites in such a manner so as not to bump, girdle, and/or cause any other damage to trees, shrubs, plants, fences, especially vinyl coated fences and benches. The mowing of all General Park Grounds is to include string trimming of all areas where mowers are unable to cut. Areas to be string trimmed include, but are not limited to: trash cans, trees, bollards, sign posts, storm-water features, light poles, benches, along buildings and mulch beds, and non-athletic field fencing. For sites with General Park Grounds mowing that feature athletic fields with backstop, sideline, perimeter and/or outfield fencing, the contractor shall mow up to the outside of the fencing, however is not responsible for string trimming along the fencing. If utilizing side discharge type mowers, clippings shall not be discharged onto athletic fields, courts, playgrounds, shelters, fencing and similar facilities.
