Specifications include, but are not limited to:The Henrico County Public Schools ("HCPS" and the "County") is seeking proposals from qualified and experienced offerors to establish an annual contract to create a Leadership Tracking System (LTS) that will collect data from multiple sources to develop leadership profiles (school performance, educational background, leadership/training experiences, specific skills), predict leadership needs of the district (staffing and training), and create customized reports to indicate leadership readiness and identify future leadership needs of the district. The LTS will be of robust design with the capacity to accommodate the needs of 72 learning centers (67 comprehensive schools and 5 specialty centers) as well as the Central Office Administrative Staff. A. Design 1. The Successful Offeror shall design a digital LTS that will: a. Collect data from multiple sources; b. Be accessible from multiple electronic devices to include desktop computers, laptops, and mobile devices; c. Support the ability for at least 400 concurrent users to view and maintain data; d. Support secure connections for users to the application and includes at a minimum encrypting data during transmission and providing a secure means of authentication and authorization for each user; and e. Allows for the future addition of new data points and data point collection without the need of additional development costs. 2. The Successful Offeror shall design a digital LTS that includes data points for potential data collection to include, but not limited to: a. Experience Total years of teaching experience, assistant principal experience, and principal experience within HCPS and in other districts. b. Characteristics Demographic and other information on principals such as gender, race, age, highest degree earned, and certifications, grants received and publications. c. Evaluation Gallup Insight, Myers-Briggs, Strength Finders, and internal assessments. d. Preparation and Training Name of program and institution attended, residency information (if any), certification and endorsements, and completion date for each program. e. Coaching and Mentorship Leadership coaching/experience as a coach and as a mentee. f. Professional Development (last 5 years – self reported) Professional development activities attended and led and professional organization affiliation and leadership
