Specifications include, but are not limited to: 3.1 Lead Generation: The awarded Firm shall concentrate on lead generation that can lead to bona fide investment prospects. Offerors are expected to define a specific methodology for identifying appropriate leads that can become serious prospects. “Serious prospects” for the purpose of this engagement would need to be, “…specific companies whose needs and resources would make them a potentially good fit for Fauquier County and have the potential to expand or relocate to the county…” This is further defined below. Thus, for example, a Firm that requires mass transit access for its workforce, would not constitute a serious prospect for a county that has virtually none. 3.1.1 The Owner expects the procedures used to identify prospects to be transparent and observable by county staff and, have a reasonable chance of being sustainable beyond this project. While specific activities undertaken by the Firm could be proprietary, the direct involvement of the county staff is imperative. The Firm is advised that prospects shall be prepared to meet with county staff, at least via Zoom, conference call or other long distance meeting software. County staff would then vet each prospect as the staff explores with the potential client the degree of congruence between opportunities in the county and the needs of the company
