Specifications include, but are not limited to: The contractor will test screening processes and conduct activities to ensure that the screening criteria are being consistently applied by the screening teams across the Commonwealth of Virginia. The contractor is expected to have a high degree of expertise and knowledge on inter-rater reliability and its application in statewide programs preferably with screening teams for LTSS services. Contractor’s that are Quality Improvement Organizations (QIO) will be given preference. As previously stated, screeners are required to take training and be certified before screenings can be accepted by the Department. In addition, for all types of screening teams, a physician must oversee and certify that the screening is accurate. The Contractor will be responsible for completing an initial baseline study of status of Inter-rater Reliability for LTSS Screening in the Commonwealth of Virginia and to report on the findings to DMAS. This report should be completed and forwarded to DMAS by 5/31/21. Additionally, the Contractor will build upon the current screening process currently in place and will provide ongoing inter-rater reliability activities, remediation, measurements and reports to assure that consistency across screening teams is established and maintained. Activities and outcomes for this project will be enhanced by the existing screening manual and tools, as well as the trainings and certification process.
