Specifications include, but are not limited to: 1.Development and implementation of an Inclusive Economic Development and Growth Strategy: a)Engagement Plan: Align public and private stakeholders with a common vision for inclusive economic growth that benefits all residents. b)Visioning and Goal Setting: Identify economic development priorities for the next five (5) years. c)Economic Development Strategy: Identify and incorporate a community wealth building methodological framework—unlocking existing resources to support the common goals identified in the strategy. d)Implementation Plan: Create a framework for actions that will be taken by identified stakeholders. 2.Direct and coordinate the City’s transformation of the St. Paul’s area: a)Design and development of a public-private partnership (P3) management agency. i.Creation and launch of a quality-oversight entity with representatives from the City government, private sector, non-profit sector, and residents. This entity will be responsible for ensuring that the values established for the transformation of this community are adhered to by all participating entities and will be modeled after the East Baltimore Development Incorporated.
