Specifications include, but are not limited to: 1. Assess current plans to include outcomes that have been accomplished and still need to be addressed 2. Review all data relevant to the City of Chesapeake in regards to demographics, existing outcomes, emerging needs 3. Work with the Coalition to understand the current climate of the City and goals it has established 4. Work with the Coalition to see if a community survey or other materials are needed for a strategic planning session 5. Organize and facilitate a strategic planning session with the Coalition and other key staff and community members to develop a vision statement, guiding principles, a strategic map and measurable objectives for the next five years 6. Develop a comprehensive plan that serves the human service needs of citizens ages 0 to 100 to include housing, early childhood, foster care prevention, services for seniors, neighborhoods of concern, out of school time and informs stakeholders on areas of need and services provided. 7. Develop an Evaluation process the Coalition can follow to assess progress
