Specifications include, but are not limited to: Benefits Program Management, in general a. Provide ongoing monitoring, evaluation and review of programs throughout the year and provide recommendations as necessary. The contractor may be working directly with the Departments of: Human Resources, Finance, City executives, and other persons as deemed necessary. b. Respond to ad-hoc questions by staff. c. Assist with claim problems, billing questions, policy interpretation and other carrier issues. d. Coordinate meetings to review carrier performance and other issues. e. Attend City Council, Management, Wellness and Leadership meetings, as requested. Annual Renewal Services & Negotiations a. Attend annual renewal meetings with providers. b. Develop and prepare bid/RFP specifications, as required. c. Review bids/RFPs and assist with selections, including participating on the interview panels. d. Evaluate proposed renewal projections of providers and negotiate on behalf of the City of Newport News to obtain the most favorable terms. The contractor will also review the medical plans by rate tier and recommend alternative contribution approaches. e. Assist the City with contract negotiations.
