Specifications include, but are not limited to: A. Provide investigations, evaluations, analysis, recommendations, cost and time estimates, reports, feasibility studies, preparation of schematic or preliminary designs, field inspections and investigations, and code compliance investigation for projects as required. B. Analyze project requirements or investigate issues in the context of project objectives, schedules, budgets, and other relevant constraints. Based on such an analysis, advise the university of alternative approaches to project design solutions, best value solutions, and appropriate scopes of work. C. Thoroughly investigate existing conditions and construction related to new work. Based on such investigation provide reports, other documentation, and recommendations to sufficiently define the project scope, to establish a complete and thorough basis for design and contract documents, and to identify project impacts to the on-going operations of the university. D. Develop a Preliminary Design submission consistent with the requirements of the George Mason Design Manual and A/E Manual. Respond to all local or Virginia Division of Engineering and Buildings (DEB) and other review agency comments and resolve outstanding design issues prior to submission of construction documents.
