Specifications include, but are not limited to: Sponsorships are a proven and innovative means to secure new sources of revenue to offset the cost of operations and provide improved transportation services to citizens of the Commonwealth of Virginia. To that end, these sponsorship standards (“Standards”) have been adopted by the Virginia Department of Transportation (“VDOT” or the “Department”) and shall apply to all of its Innovative Revenue sponsorship programs and eligible entities participating in its programs to establish uniform, objective standards for the display of sponsorship messaging on various equipment, facilities and other assets under the Department’s control. By establishing these Standards, the Department intends to achieve and advance the following objectives: (a) Maximize revenue generated by sponsorships to support and enhance the Department’s maintenance and improvement of structurally deficient bridges and deteriorated pavements. (b) Ensure that the sponsorship commercial messages are consistent and are in keeping with community standards by prohibiting sponsorships that could create controversy or could be viewed as offensive, inappropriate and harmful to the traveling and general public. (c) Establish administrative and organizational controls to assure that the monetization of the Department’s assets advances its revenue-generating objective, and provides for safeguards in assuring that the Standards are fairly and effectively applied. (d) Ensure that sponsorship acknowledgement signs, plaques and commercial messages are in conformity with all federal and state laws, regulations, and policies.
