Specifications include, but are not limited to: Phase 1: Market Assessment A. Conduct a kick-off meeting to introduce project team, review and confirm project scope and schedule to develop overall project goals, objectives, issues and opportunities. It is expected the A/E will have thoroughly reviewed all the attachments prior to the kick-off meeting. B. Interview university stakeholders to define the University’s goals and priorities for the arena considering University Life, Intercollegiate Athletics, external event programming, etc. C. Based upon the University’s goals and priorities identify criteria and how to best prioritize the space and time utilization of the Arena. D. Analyze regional economic, demographic, and market data and projected regional economic trends as well as existing vendor agreements and sponsor opportunities relevant to arena activities and proposed improvements to serve those activities. E. Analyze operating results of comparable facilities, as well as characteristics of those facilities’ markets and their demand profiles for the Northern Virginia and DC Metro area. Phase 2: Physical Structure Planning J. Meet with George Mason representatives to collect drawings, data and other information to support this planning effort. K. Interview university stakeholders to gather information, obtain Eagle Bank Arena facility condition assessments, and understand the requirements and improvements necessary to keep the facility viable for future use. Based on analysis, determine the estimated useful life of the facility. L. Develop a recommended capital improvement plan for the arena to support the preferred activity and space programming as well as to address deficiencies identified in the University’s facility condition assessment. M. Develop a mock schedule for potential facility improvements. N. Provide cost estimates for the proposed improvements.
