Specifications include, but are not limited to: The Authority intends to retain an individual or firm having skill and experience in the types of services provided by the Authority to serve as an Interim General Manager (“Contractor”) to the Authority. The Authority seeks an interim management individual or firm to develop and begin the implementation of strategies that will reinvigorate the Authority’s ability to meet the needs of its customers in King George County. The Services required will include, but are not limited to, the following: 1.3.1 Develop short- and long-term strategies to preserve, protect and expand King George County’s source of high quality drinking water; ensure proper treatment, handling, and disposal of wastewater; meet on-going needs; and develop solutions to address challenges facing King George County Service Authority. Strategies could include a mix of new technologies and equipment as well as partnerships and community organizing. 1.3.2 Develop short-and long-term strategies or financial sustainability by 1. Evaluating the revenue production of KGCSA and identify any existing or potential challenges to existing revenue streams. The successful firm or individual will also evaluate the existing rate structure and develop recommendations for the possible alterations of the Authority’s future rate structure. 2. Evaluating the expenditure structure of the Authority and identify existing or potential challenges, and/or opportunities for cost controls. 3. Evaluating the existing debt structure, and working with KGCSA financial team, craft recommendations for future capital investment and, where appropriate, the restructuring of debt. 1.3.3 Develop short-and long-term strategies 1. That will assure KGCSA’s on-going compliance with and successful closure of its Consent Order and Agreement regarding wastewater treatment plants. 2. By working with the KGCSA Board of Directors to provide strategic leadership to establish and implement short-term priorities, goals, and objectives. 3. To identify opportunities and carry out strategies for the effective succession and transition of key leadership. 4. By assessing the KGCSA’s needs and developing short and long-term strategic plans to meet the needs. 5. Review of staffing levels and need by assessing the current structure.
