The intent and purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a term contract through competitive negotiations with a qualified source that can provide the “Pollution Prevention Auto Shop Outreach Services” (“Outreach Services”) as specified herein, for the Department of Environmental Quality, an agency of the Commonwealth (“Commonwealth”) of Virginia, hereinafter referred to as “DEQ”. These Outreach Services include the development of a Virginia-specific manual and program modeled after Washington D.C.’s GreenWrench program. The Contractor should be responsible for developing a pilot program that includes developing a user-friendly manual to document Virginia’s regulations and pollution prevention (P2) practices specific to auto shops. This should include a checklist that can be used for documenting the status of P2 practices. In addition, the Contractor should be responsible for conducting twenty on-site assessments, using the manual and checklist. Funding allows for the contractor to follow up with participating shops multiple times.
