Specifications include, but are not limited to: 0.88 lbs. of nutrient credit for phosphorous for the Simons Run Roadway Extension Project which will involve construction of a new 2,450’ roadway extension from the existing Simons Run stub-street termination to a new intersection with Airport Road (see attached map). A cleared and graded corridor was constructed here approximately 24 years ago (as part of the Highway 460 Bypass project, to a storage/staging area), and a 170 linear foot (lf) culvert was installed at that time in a first-order perennial stream (Stream 1) near Airport Road. To help minimize the amount of new stream piping required now, the proposed Simons Run Roadway alignment has been designed to utilize a portion of this previously-constructed corridor (and piped stream length). However, the new roadway will need to be shifted slightly westward (to help meet VDOT roadway separation requirements), and this will require a short extension to the existing Stream 1 culvert (along with inlet and outlet riprap aprons). A portion of a smaller first-order potentially-intermittent stream to the northeast (Stream 2) will also need to be piped (see attached photos of both streams). These credits will be purchased from a mitigation bank approved to serve HUC 02080203. The County is interested in contracting with multiple qualified firms to provide these services.
