Specifications include, but are not limited to: The selected Respondent may provide the following services over the term of the resulting contract to the end of recommending organizational and operational changes to the Commission. The selected Respondent's work is expected to include the following tasks: 1. Review the current governance (a SWOT or similar exercise), including the organizational documents; Acts of Assembly and Bylaws, current Commission practices and the no-longer functioning Regional Air Service Enhancement ("RAISE") fund. 2 . Interview current Commissioners (currently 5, with one vacancy) to identiflz the concems they would like to see addressed in governance reform. 3. Identif,z best-in-class, comparable governance structures and/or best practices for organizing the Commission. 4. Recommend changes to the way the Commission is structured and operates. 5. Determine governing parameters that may constrain the Commission economically or operationally. 6. Ensure that proposed governance changes enhance fiscal responsibility and accountability.
