Specifications include, but are not limited to: 1. CROWD MANAGEMENT/SECURITY a. Offeror is to provide event staffing to manage crowds and provide state certified security services on an ‘as needed’ basis. Crowd management/Security will be specifically tailored to public assembly events, and offeror’s company shall work in conjunction with the Hampton Police Department and the ‘in house’ staff during Coliseum events. b. Crowd management/security policies, techniques and experience will be instrumental in the selection process. 1) The seating may be either reserved or general admission; alcohol may or may not be available; stage set-ups may be end, in the round, or performing arts style. 2) The age of the attendees will vary as well, from young children, teenagers, college age youth, or a mix of age groups depending on the event. c. Each event requires its own unique brand of crowd management/security and the offeror should demonstrate experience in all types of events. d. Areas in which crowd management/security personnel should be well trained include, but are not limited to: Public relations, communications techniques, public access, credential control, alcohol/drug awareness, facility violations (firearms, smoking, alcohol, banners, foul language, solicitation, scalping, unauthorized selling, trespassing, horse play, throwing objects, violent behavior, camera/recording equipment), incident handling, injury handling, fights, controlling irate customers, language barriers, questions/reporting, body searches, metal detector usage (hand held and walk through), and legal authority. e. Personnel must demonstrate excellent customer service skills, interpersonal skill, problem solving skill and the ability to resolve customer issues. f. Contractor shall interface and report directly to the Hampton Coliseum Assistant Director or his/her designee. 2. PARKING STAFF a. Offeror is to provide parking services on an ‘as-needed’ basis. Parking services will be tailored to public assembly events, and offeror’s company shall work in conjunction with the ‘in house’ staff. Service will include but not be limited to: 1) Participates in the planning stages of event parking. 2) Monitors and supervises staff to ensure maximum safety, efficiency and patron delight. 3) Assists in the setting up and breakdown of the parking lot such as Traffic cones and barricades. 4) Deals with customer complaints and safety issues. Reports a summary of all complaints to the Senior Parking Lot Supervisor on a nightly basis. 5) Guide and park patrons in pre-lined spaces in asphalt lots as well as ‘lime marked’ spaces in dirt lots. 6) Other duties as assigned.
