Specifications include, but are not limited to: A. Transition and Stabilization: Any Vendor must first transition design and implementation knowledge and responsibilities from the current configuration and design company to the new contractor. OPR’s existing business and technology operations must not be disrupted in this process to ensure that OPR is able to meet its mission of public protection. B. Assess, Learn and Change: Any Vendor must continually keep OPR’s system operations stable while critically assessing existing business and technology practices in partnership with OPR. This includes: defining and employing new tools and practices as needed, removing unneeded existing tools, removing practices and development-related steps that are not adding value, and helping OPR prioritize future functionalities. C. Development: Lastly, any Vendor must provide development services that move OPR’s business (operational and technological) forward. These changes must occur in an incremental and measured manner. Any Vendor must be comfortable providing estimates for feature development and must follow OPR’s lead on priority.
