Specifications include, but are not limited to: 1. Task Force Coordination – Work with the One Burke Infrastructure Task Force to schedule, provide notice of, and attend regular meetings (on average, one meeting per month), help them develop and distribute meeting agendas, invite other stakeholders depending on the meeting topics or as directed by the committee, assist with facilitation of the meetings (estimated 24 meetings), ensure that meeting minutes are taken and distributed, maintain a website and/or mailing lists for the committee, document volunteer hours, and solicit and compile feedback on an ongoing basis. The coordinator will facilitate meetings focused on community issues such as economic development needs, funding and management options, and landowner concerns, as well as technical consultant meetings related to the science and engineering portions of the project (estimated 12 meetings). The coordinator will also assist the State and the Burke task force as needed with drafting reports, compiling video footage for the required grant deliverable, and with other coordination tasks, as requested by the State or committee. 2. GIS Mapping – Define a project area reflecting developed areas of the villages of East and West Burke and surrounding land that may be involved in wastewater solutions, and prepare GIS base maps including parcel boundaries, buildings, roads, wells and utilities. Prepare one or more overlays with topographical contours, soils, wetlands, flood plains, river corridors and other environmental features. These maps are to be used by the committee and citizens to view current development patterns, environmental constraints and opportunities. 3. Data Collection and Analyses – Assist the task force in collecting, aggregating in tables, and mapping information on existing water supply and wastewater permits, public water systems and supplies, approximate locations of existing private wells, source or wellhead protection areas, and wastewater systems. (Include information from the village informational surveys - see below.) 4. Village Informational Surveys – With the local task force, develop and distribute survey questionnaires to residents and property owners to collect additional detail on conditions of existing water and wastewater systems, along with determining future goals. Deliverable: survey responses, analyses of results and recommendations on lessons learned. 5. Drinking Water Private Well Testing – With the local task force, determine which survey respondents have private wells and are receptive to free drinking water testing. Coordinate with Vermont Department of Health, and RCAP Solutions, to plan and schedule a day for performing drinking water well testing. Review results of testing with committee to determine if any patterns have emerged regarding drinking water quality. 6. Community Outreach – With the task force, help plan and implement a Communications Plan to inform and engage the community and partners, including a website and social media postings, informational materials (including meeting minutes, presentations, handouts), ad hoc meetings with stakeholders, and outreach events. Outreach shall include 4-6 events, such as visioning in both villages, a groundwater festival, business leaders/economic development planning, recreational and school outreach/involvement, and financing and management forums. Deliverables include meeting notes, postings, informational materials and links, press releases, event notices, and video or other documentation.
