Specifications include, but are not limited to: the contract period, in addition to scopes of work related to some of the “regular” monitoring, maintenance and advisory duties listed above. Task 1: Update of Integrated Financial Planning Model Budget; Rate development (some tasks below likely to remain for FY20 budget season, otherwise will initiate this task for FY21 in late Q2 FY20) · Update the existing integrated financial model for FY20 budget season, with FY21 and FY22 detailed projections and FY23-FY24 estimated projections o Update of actual FY 18 billing data o Project FY19 billing usage data based on year to date, develop projected billing/revenue estimates for FY20 and FY21-FY24 o Assist in update/review of FY20 proposed expenses o Project FY20-FY24 debt service expenses, debt coverage ratio, days cash on hand, other financial metrics in Water, Wastewater, Stormwater o Assist with Water Main CIP Financial Planning and additional borrowing feasibility This is a task that would repeat annually, generally starting in mid-late Q2 of previous fiscal year. Task 2: Alternative Rate Structure Development for Water and Wastewater (to be substantially completed before December 2019, in advance of FY21 budget approval process) · Develop alternative rate structures that meet the following goals in the simplest, most efficient way possible: o Follow industry standards and national trends in Water/Wastewater rates o Ensure that water and wastewater rates are as affordable as possible, while supporting long term financial sustainability of the utilities Evaluates the current practice of the “minimum” charge structure in existing rate, and to the extent reasonable and recommended, establishes a “base” charge for all accounts (or other appropriate method) o Minimizes the impact of rate increases on single family residential customers and possibly other “small” users including small businesses. o Where possible, simplifies meter to cash billing processes · Develop and implement stakeholder outreach process for rate structure evaluation and selection.
