Specifications include, but are not limited to: The purpose of this project is to replace the temporary secure residential recovery facility in Middlesex, Vermont, which was constructed to provide services after Tropical Storm Irene. The new 16-bed, involuntary, secure (locked), residential facility will be licensed as a therapeutic community residence. The PSRR would serve individuals who are not ready for discharge into the community, but who no longer require acute inpatient psychiatric care. Residents in this facility would not be in active crisis. The focus of care would be a provision of psychiatric rehabilitation services and psychosocial treatment delivered in a positive behavioral support framework to assist individuals to engage in their own recovery and develop the necessary skills to move to less intensive services and, ultimately, independent living. The facility straddles between a hospital (institution) and a therapeutic residence. The goal of the project is to create a residential therapeutic environment with hospital-like durability. The design of the facility shall be able to accommodate the occasional need for Emergency Involuntary Procedures (i.e. ability to safely perform emergent seclusion and/or restraint).
