Specifications include, but are not limited to: 1. Research of eligible uses of Clean Water State Revolving Funds (CWSRF) a. CWSRF needs to create a pool of grant funds to enable project funds, particularly when the projects would have a negative economic impact on the applicant. Consultant would research national innovative uses of CWSRF to create such funds. This would result in a deliverable with options of use of administrative fees, investment fees, or potential use of loan interest. b. Consultant will provide communication material and justifications of chosen funding alternative for DEC to seek approval from the Environmental Protection Agency (EPA). 2. Development of Linked Deposit program a. Consultant would research national funding mechanisms of linked deposit via CWSRF and provide the program with options for a Vermont Linked Deposit program. b. Consultant would identify an implementation plan to include needed coordination with Vermont banking organizations, changes to Vermont statute, and program policy. c. Consultant will provide communication material and justifications for linked deposit program materials for DEC to seek approval from EPA. 3. Coordination and facilitation of project delivery tools a. Consultant will coordinate with municipal applicants to develop potential “pass-through” or “block grant” as a method of project delivery. These coordination meetings will result in a list of interested municipalities and proposals to incentivize bulk project delivery.
