Specifications include, but are not limited to: 1. Facilitate the collection of state solid waste franchise tax and district ordinance solid waste surcharges through audits and confirmation of business records. 2. Conduct a minimum of seventy-five (75) in-person audits during the 12-month granting period. a. Conduct in-person audits for payment of the state franchise fee statewide. Conduct audits for payment of local surcharges on behalf of the following waste management districts: Addison County Solid Waste Management District, Central Vermont Solid Waste Management District, Chittenden Solid Waste District, Greater Upper Valley Solid Waste Management District, Lamoille Regional Solid Waste Management District, Northeast Kingdom Waste Management District, Northwest Vermont Solid Waste Management District, Rutland County Solid Waste District, Southern Windsor/Windham Counties Solid Waste Management District, and the Town of Hartford. b. The awardee shall also conduct a minimum of eight (8) audits (or 10% of total audits, whichever is greater) for the franchise fee in other areas of the state where no district surcharge is in effect. 3. Structure payment arrangements/collections with delinquent haulers. 4. Conduct quarterly reviews of state solid waste facility reports and state franchise tax reports, to identify any discrepancies with information obtained during audits.
