Specifications include, but are not limited to: 1. Have the ability to provide a 24-hour per day and seven days per week (“24/7”) monitoring center. 2. Have the capability to provide immediate two/three-way interactive communication through a GPS monitoring device attached to the youth to allow DHS staff to contact youth immediately and give them the opportunity to remove them from an unsafe situation, provide the opportunity for a case manager or supervisor to pick the youth up from their location and allows the youth to contact the monitoring center through the device in cases of emergency. 3. The ability to record all conversations with youth. 4. Have a local representative to provide customer service, staff training and support as needed. Travel costs for contractors are not included. 5. Provide a cuff that is durable and hard to cut off and dissuades the youth from tampering.
