Specifications include, but are not limited to: Task 1: Evaluate and Purchase SCADA / HMI Software Assist the Department in the selection of HMI software by orchestrating a software selection process. Utilizing an evaluation process, narrow the software selection down to the top three vendors. Develop a list of questions for the vendors to answer and demonstrate in an interview and allow the Department to score the interviews. Conduct site visits to a local location for each vendor where the software has been implemented. In addition, conduct phone interviews with at least five references for each vendor from similar facilities also using the vendor’s software. Finalize the scoring for the three vendors and allow the City to make the selection. Task 2: Develop Department SCADA Standards The Contractor will develop SCADA Standards based on International SCADA Association (ISA) guidelines for the Facility that will become the standard for the Water Reclamation Facility. These standards will be used as a template for the remaining Sections and will need to be modified as necessary for each Section. The software shall be built upon object‐oriented structuring of tags and HMI templatesso thatscreens may be consistently the same throughout the process. A flat tag database as currently constituted shall not be utilized. The existing screens shall be rebuilt based upon the new object‐oriented standards that have been developed. The existing HMI software has a total of approximately 4,300 tags and 25 process screens with 85 popup style screens at the OWRF. This should be used as a basis for developing overall implementation costs. Task 3: System Installation and Integration at the OWRF Based on Task 1, the Contractor will install the chosen platform and associated / required hardware at the Water Reclamation Facility and develop and program appropriate HMI screens based on the developed standards from Task 2. Integration shall include interfacing with the existing PLC’s, Hach WIMSTM data management system, NovotX ElementsTM computerized maintenance management system and any other system as required. Integrations shall also include system alarming and notification via phone and/or text messaging systems.
