Specifications include, but are not limited to: 1. The offeror(s) will be required to complete the following type of assessments or evaluations: a. Mental Health Assessments- The written assessment should provide recommendations for future intervention specific to diagnosis. b. Substance Abuse Evaluations: The written recommendations should identify the dosage and intensity of specific treatment interventions needed. 2. All assessments and evaluations shall include a clinical interview of the youth and a review of relevant collateral information received from the probation department. This information may include assessments completed by the probation department (PSRA, PRA, etc.), police reports, delinquency history, school information, and other records as may be appropriate. 3. The Offeror will enumerate in the proposal a list of assessment, measurement and evaluation tools to be used in testing. These tools must be current, recognized, accepted and approved for use in juvenile assessment and evaluations by the mental health professional community. Assessments and evaluations will meet the current minimum standards in regard to research and Evidence Based Practices recommended protocols. The Offeror will provide a current list of testing and psychological protocols proposed for the evaluations which will include justification for the use of each of the testing tools and procedures. Research findings should also be presented indicating the efficacy of the tools. Recommendations submitted to the Court will take into account the identified philosophies of the Juvenile Court including Evidence Based Practices, Risk and Need principles and the Balanced and Restorative Justice Model. They will address the community risk posed by the juvenile as well as the appropriate conditions of supervision and requisite treatment needs.
