The agency selected will partner with GOED’s marketing communications (marcom) team to develop and implement a multi-platform effort focused on content creation and dissemination with activities including, but not limited to: Development of a robust, strategic communications plan containing necessary research, key audiences, objectives, communications (programming and execution), and evaluation Creating research mechanisms and securing benchmark data, continually measuring communications success against campaign goals and objectives, and determining how ‘the needle’ was moved during the campaign Paid mass-media campaign reaching a majority of Utahns throughout the state Earned media and public relations campaign featuring interviews and storytelling by Utah health and government leaders Help identify new partnerships and build upon existing connections with Utah organizations and professional associations related to the campaign goals and objectives Social media content development, curation and toolkit development and distribution to partners A paid social media campaign Equitable representation of all Utahns, from 6th generation residents to the newest refugee, from north to south, east to west, and all ages, ethnicities, religions and genders; emphasize strength in diversity of all kinds. This communications campaign must include relatable messages and people, so every Utahn, even those who are less affluent and more vulnerable, can see themselves in aspects of the campaign Owned media development including articles, op-eds and blog posts; preparing materials for publication on existing state and partner channels to amplify campaign messages Video and podcast content development, distribution and analytics in a quick, efficient way (videos can look and feel like user-generated content) Development, production and distribution of short public service announcements for broadcast on TV, radio and the internet Creative development and production of all campaign materials, printed and digital Design and development of a campaign website, blog, social media channels and hashtags for campaign storytelling The selected agency will develop a WordPress theme and social media channel profile designs and customization The agency will provide website hosting and set-up, and populate the site with content created as part of the campaign The selected agency and GOED can manage social media channels together, or GOED can manage social engagement using agency-created content plus content the GOED marcom team creates These ‘owned’ channels will be managed in a partnership throughout the campaign Fostering public awareness of healthy behaviors and influencing a change in behavior and adoption of recommended ‘new normal’ guidelines Identify information gaps and how to address them
