Specifications include, but are not limited to: Financial Examination Services Scope: The Offeror will assist the Department in conducting on-site or "field" examination(s) of licensed insurers, in accordance with applicable Utah laws and rules, either as an Examiner-in-Charge (EIC) or a Participating Examiner. Examinations will be conducted pursuant to the procedures of the Department, the NAIC Financial Condition Examiners Handbook, and NAIC Accreditation Standards. The Offeror will utilize, as resources, Utah laws and rules, the NAIC Accounting Practices and Procedures Manuals, the NAIC Annual Statement Instructions, the NAIC Financial Condition Examiners Handbook, NAIC Accreditation Standards and the Purposes and Procedures Manual of the Securities Valuation Office of the NAIC. The Offeror must have a thorough knowledge of TeamMate® software application. Market Conduct Examination Services Scope: Planning of examination, project set up and scheduling, intermediate reporting, exam testing, analysis and documentation. The following areas may be considered: claims denials; claims delays; timeliness of payment of claims and notifications; complaint handling; licensing/appointments of producers, agencies and third party administrators; marketing and sales; policyholder services; post claim underwriting; and underwriting/rating of policies. They must also prepare and finalize findings and recommendations. Reinsurance Services: Scope: The Offeror shall assist the Department with the following reinsurance services: • Review of reinsurance agreements submitted to the Department for approval. • Conducting the examination of the reinsurance key activity on field examinations (on-site at the company under examination), including compliance with Utah laws and rules, as well as compliance with the NAIC Accounting Practices and Procedures Manual, and determination that reinsurance transactions are reported in accordance with NAIC annual statement instructions.
