Specifications include, but are not limited to: UDOT seeks to contract with a qualified transportation operator to provide sustainable intercity bus transportation services for the general public, consisting of scheduled fixed-route services that connect communities in rural Utah to urban areas, and the larger national system of intercity bus service. UDOT seeks to partner with providers to subsidize routes that meet unmet and unsubsidized connectivity needs in the state. The UDOT/FTA 5311(f) Intercity Grant Program will only consider financial assistance for operations to offset the operating deficit, not to exceed the state of Utah FTA grant award amount. The State does not intend to fund procurement of capital rolling stock. The Contractor will be required to make “meaningful connections” with regularly scheduled national bus service. The Intercity Bus Study identified Greyhound Lines, Inc. (Greyhound) as the national network provider in Utah. Contractors will therefore need to design services and make arrangements to connect with existing scheduled Greyhound service.
