Specifications include, but are not limited to: The selected contractor will prepare ESAs for all exchange lands that comply with federal standards for “All Appropriate Inquiry” as set forth in 40 CFR Part 312, and meet ASTM Standard E2247-16 (Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessments for Forest Land or Rural Property). In addition to following the ASTM Standard, the Contractor shall evaluate and report on readily apparent environmental conditions identified on or near the parcels beyond those associated with the CERCLA liabilities and petroleum products. This includes, but is not limited to, environmental issues and conditions under the Resource Conservation and Recovery Act (RCRA), Safe Drinking Water Act (SDWA), Clean Air Act (CAA), Clean Water Act (CWA), Toxic Substance Control Act (TSCA), etc. These environmental issues and conditions are typically considered “Non-Scope Considerations” under the ASTM Standard, and include but are not limited to, asbestos containing material, lead based paint, non-hazardous solid waste disposal area, wastewater disposal systems, drinking water systems and/or other wells, and physical hazards. If any non-scope issues are discovered to be present, the Contractor shall investigate and report on the non-scope issues in the same manner as for Recognized Environmental Conditions (REC).
