Specifications include, but are not limited to: 2.1 MATERIAL TESTING SERVICES A. General Services 1. CONSULTANT is not authorized to release, revoke, alter or enlarge on requirements of any construction contract between the City and its construction contractor. 2. CONSULTANT shall not and cannot suspend or direct contractor’s work or personnel. 3. CONSULTANT does not have authority to accept testing or other work for the City. 4. CONSULTANT shall not be a subsidiary owned by or affiliated with a contractor, subcontractor or supplier under contract to the City. 5. Testing equipment shall be calibrated at least annually with devices of accuracy traceable to either National Bureau of Standard or acceptable values of natural physical constraints. a. CONSULTANT’s laboratory shall 1. Be accredited by AMRL and CCRL and show compliance with the following standards: a. ASTM C1077 – Concrete and Concrete Aggregates; b. ASTM D3666 – Bituminous Paving Materials; c. ASTM 03740 – Soil and Rock d. AASHTO R18 6. All test samples shall be secured using the procedure specified in the applicable testing code. 7. All concrete field testing and laboratory tests shall be performed by certified technicians. 8. Provide necessary manpower, equipment, materials and incidentals to accomplish the work. Cooperate with City and contractor. 9. Perform testing of products in accordance with applicable section of the contract documents for the specific project. 10. Give immediate verbal report of any non-compliance of materials and mixes to contractor and if available the City’s on-site representative. 11. When an out-of-tolerance condition exists, and when requested by the City, perform additional testing until the specified tolerance is attained. Identify re-testing on test reports. 12. Testing agency to comply with the following standards: a. ASTM D 4561: Standard practice for quality control systems for an inspection and testing agency for bituminous paving materials. b. ASTM E 329: Standard recommended practice for inspection and testing agencies for concrete, steel and bituminous materials as used in construction. 13. Submit draft field test reports to contractor and if available to the City’s on-site representative before leaving the site. 14. Submit an electronic copy of a formal report to the City within 48 hours after the test results are determined. 15. Abide by all Federal, State and Local safety regulations governing contractors on a construction site. 16. When requested, provide City a project oriented not to exceed cost estimate for the specified work, based on tests to be performed and manpower requirements. a. Identify type and number of tests and all associated costs. 17. Obtain from Salt Lake City Corporation – Building services – a special inspection and testing agreement. Complete and return the form. Sub-base and Base Course Material 1. Perform the following work as required: Standard Proctor (ASTM D 698) Modified Proctor (ASTM D 1557) Sieve Analysis of fine and coarse aggregate (ASTM C 136 & C 117) Liquid limit, plastic limit, plastic index and other soil tests as required. Moisture content of soil in place by nuclear method (ASTM D 2922, Method A) Density of soil in place by nuclear method (ASTM D 2922, Method A) Density of soil in place by sand cone method (ASTM D 1556) C. Asphalt Pavement 1. Perform the following work as required. Extraction of bituminous material from asphalt samples taken in the field (ASTM D-2172) Sieve analysis of aggregate of the extracted sample (ASTM C-117 & C-136). Field Marshall test on asphalt samples (in accordance to standard Marshall Test. This should include determining Marshall stability, flow, void content, laboratory bulk density, etc., as required.) Marshall Mix design of bituminous mixtures using procedures contained in Chapter III, Marshall Method of Mix Design of the Asphalt Institute’s Manual Series No. 2 (MS-2), current edition and shall meet requirements of individual project. Sand equivalent test shall be performed on aggregate material (AASHTO-T-176). Density of bituminous material in place by nuclear method (ASTM DC-2950). Density of cored samples and correlation with density by nuclear method. (ASTM D-2726 or D-1188) whichever is applicable. Perform soundness test of aggregate by use of sodium sulfate (ASTM C-88). Perform abrasion test of aggregate by use of LA machine (ASTM C-131). Perform fractured face count of aggregate. Perform resistance of compacted bituminous mixture to moisture induced damage test (AASHTO T-238 modified). Bituminous materials viscosity (AASHTO T-202). Bituminous materials ductility (AASHTO T-51). Emulsified bituminous asphalt (AASHTO T-59).
