Specifications include, but are not limited to: The purpose of this Request for Proposals (RFP) is to enter into a contract with a qualified Offeror for an assessment system for mathematics per Utah Code Annotated § 53E-4-307.5 (enumerated in House Bill (HB) 114, 2020 General Session). The Utah State Board of Education (USBE) is looking for an assessment system for mathematics for students in kindergarten through grade three (approximately 200,000 students per year) that aligns with the mathematics core standards adopted by USBE. USBE wishes to contract with a provider that can provide benchmark assessments to be delivered beginning, middle, and end of year for mathematics proficiency improvement to measure the acquisition of mathematics skills in kindergarten and grades 1 through 3 that includes predictive indicators of academic achievement based on measures of early mathematics, computation, and problem solving; and establish a state-wide target using data from the mathematics benchmark assessment for state and local growth goals regarding mathematics. In making the approval described, the state board shall: (a) prioritize the assessment's reliability, validity, speed, and efficiency; and (b) ensure the mathematics benchmark assessment's ability to: (i) identify students who may be at risk for mathematics difficulties; and (ii) measure students' progress through data.
