Specifications include, but are not limited to: A. Survey design and programming The contractor will design telephone/web harvest survey questionnaires for each individual hunt, as needed. The survey system will be Internet-based, secured, and operational across multiple operating systems and browser platforms, as well as visually-pleasing and navigable by hunters (clients) of differing Internet abilities Each survey will have specific triage requirements based on permit specifics of the hunter taking the survey and hunter’s specific answer choices. Survey questions and revisions will be provided by DWR to the contractor each year. The surveys will be provided to DWR for review and testing before survey commencement. B. Map design and programming The contractor will produce web-based maps (GoogleMaps, ArcGIS, or similar) for all surveys that require identification of geographic Wildlife Management Units (WMUs) in which hunters hunted. Not all surveys require maps. DWR will provide a separate ESRI shapefile for each survey that requires a map. The contractor will create a Basemap with zoom-in detail of Utah (defaulted to the statewide scale), searchable by names of drainages, canyons, water bodies, roads, towns, etc., and use DWR-provided shapefile as an overlay. When interviewer or hunter clicks on an area of the map during the survey, that underlying WMU selection will be input into the harvest survey (usually into the question “In which unit(s) did you hunt?”) For telephone-based surveys, interviewers will use these maps to ask the hunter a series of location questions so that the interviewer can accurately determine which WMU(s) the hunter hunted in during the specified hunt. The contractor will provide training, supervision, and quality control to ensure that interviewers are using the maps correctly, and that they are accurately identifying WMUs based on information collected during the interview. Training and QA/QC The contractor will provide supervisor and interviewer training. Interviewers will be assigned to subsections of the State, when possible, to provide accurate geographical information about hunter activities. The contractor will ensure that standardized interviewing procedures, reviewed and approved by DWR, are followed by all interviewers to reduce variance. The contractor will ensure that data quality control procedures are created and followed by supervisors and interviewers.
