Specifications include, but are not limited to: The State of Utah Division of Purchasing is seeking to establish multiple Statewide Cooperative Contracts to be used by the Division’s Eligible Users[footnoteRef:1] for a Chatbot Software solution. We have currently defined the scope as follows: [1: Eligible User(s) means the State of Utah’s government departments, institutions, agencies, political subdivisions (i.e., colleges, school districts, counties, cities, etc.), and, as applicable, nonprofit organizations, agencies of the federal government, or any other entity authorized by the laws of the State of Utah to participate in State Cooperative Contracts will be allowed to use this Contract.] Chatbot Software as a piece of software that conducts a conversation via auditory or textual methods. Such programs are often designed to convincingly simulate how a human would behave as a conversational partner. Chatbots are typically used in dialog systems for various practical purposes including customer service or information acquisition. Some chatbots use sophisticated natural language processing systems, but many simpler ones scan for keywords within the input, then pull a reply with the most matching keywords, or the most similar wording pattern, from a database. The State understands there are already Commercial Off The Shelf (COTS) industry solutions, and is interested in receiving information about such.
